USCIS provides limited but specific assistance to applicants completing Form N-400, primarily through online resources, telephone support, and in-person information services at field offices. The USCIS website at uscis.gov is the primary self-help resource and includes the form, instructions, filing fee schedule, processing time estimates, the 100-question civics study guide, the M-679 Reading Test Vocabulary List, the M-680 Writing Test Vocabulary List, free practice tests, study videos, and policy manual chapters explaining eligibility requirements.

The USCIS Contact Center (800-375-5283) is available Monday through Friday, 8 a.m. to 8 p.m. Eastern Time, and provides general information about the naturalization process, case status updates, appointment rescheduling, and procedural questions. Live agents can answer many factual questions but cannot provide legal advice. The Contact Center supports more than 12 languages through interpreters.

USCIS field offices provide limited in-person assistance through the InfoPass appointment system and walk-in service for specific procedural matters; applicants can schedule appointments through the my.uscis.gov account or by calling the Contact Center. Field offices can answer questions about case status, schedule appointments, and accept document submissions, but officers do not assist with completing Form N-400 itself or provide legal advice.

USCIS partners with public libraries and community organizations through the Citizenship and Integration Grant Program, which funds free citizenship preparation classes, English-as-a-second-language courses, and application workshops at over 200 sites across the country. The USCIS website includes a Find Help in Your Community tool at uscis.gov/citizenship/find-help that lists local resources by ZIP code. Naturalization Information Sessions, free public events offered by USCIS field offices, walk applicants through the application process, eligibility requirements, and the test format.

For applicants who need help completing the form itself, USCIS recommends using a licensed attorney, a BIA-accredited representative at a recognized organization, or attending a community-based citizenship workshop. USCIS staff cannot fill out the form for applicants. The agency does not endorse particular preparation classes or commercial services.
