The significance of the Oath of Allegiance is that it is the precise legal moment at which the applicant officially becomes a U.S. citizen, transforming a long process of paperwork and interviews into a final, definitive change of status. Section 337(a) of the Immigration and Nationality Act provides that citizenship vests "in such public ceremony as the Secretary of Homeland Security may by regulation prescribe," and the prescribed ceremony culminates in the recitation of the oath text in 8 CFR section 337.1.
